If your referring to the "anime" then no, but if your referring to the manga, then it could still happen. They haven't finished the series from the time that I typed this, but by the time you read this they might have finished the series. So who knows?

you cant really ever tell but in the manga the first season you can kind of tell that she likes him and now in the second season you can tell that she does or at least does a little. She drops little hints every now and then but Tsukune is sometimes just too dense to pick up on it. If you read chapter 16 of season 2 in the manga you'll see that she does even though she tries to hide it under the guise of another purpose.

Those hints can easily be mistaken for love, but what kind of love? You can see she clearly cares about him, but would she ever fully accept him as he is, in more than a platonic, respectful sense? In season 2 of the anime, when the Rosario is broken, she seems to just want to fit in, in her own way. She rubs herself on him because she saw the other girls doing it. And she looks like she's trying to replace the other Moka when they try to attempt the things they do on the rooftop (but it isn't just the same). I think IF the outer Moka was gone for good, she would most likely just have done it out of respect for her other self to take care of Tsukune like she would have but. .they are two different people, in the same body. I wouldn't have called that romantic love, I would say she was doing it for her "shadow" until they could get a replacement even though she told Tsukune there was no way the other Moka was coming back. From then on, I knew she was challenging him, he knew that he would need to find a way for Moka to keep her promise when she replaced the rosary with her own. And he did. So while she might be hiding something deeper under that vampire supremacy arrogance, it's very difficult to tell whether or not she'd fully embrace Tsukune for all that he is to allow such a lowly human to court her if he did choose her and only her as his final choice. (Which seems to be going in that direction anyway but. . .to me it is still hard to tell.)

Manga:

Chapter 16 of the second manga serialization is when Inner Moka expresses possible romantic feelings for Tsukune. Since the manga is still running, Inner Moka might throw in more hints from then on, or eventually confess.
