a device like this was used by the astronaut Major Matt Mason. He was an action figure and had a trick backpack with a winch, as well as the obligatory oxygen supply tanks, etc. it gave the illusion of flight or space walking on a sort of winch. That would be Jackie Miles. It's near impossible to find out anything about him. (He doesn't even have a Wikipedia page.) But, I know for sure that this is the guy you are talking about, because he also put out an album called "J. Schwartz, New York" in 1967. I own it.
