New Awnser: Think about it, he wouldn't be able to open the CHAKRA gates if he didnt have chakra. So he does have chakra.
Also it takes some chakra to do some of those major Taijutsu attacks that he does. Alothough it doesn't take alot, you wouldn't be able to do them if u didnt have chakra.
RockLee has chakra but he cant do a certain type of jutsu so the bottom line is:
