He could. Everyone, including her, just blames him for things that go wrong, but he didn't actually do anything to hurt her until after she betrayed him. If I remember right, he got revenge for her, gave her one of his precious shikon shards, and brought her little brother back to life. I think it's pretty sad that she attacked him for bringing Kohaku back. Kohaku has proven many times that he isn't directly under Naraku's control, he's just serving him like he was trained to do. Naraku's pretty twisted, and he's got his motives all mixed up, but he was pretty nice to her before she ditched him for InuYasha. (Like every girl seems to do.) Naraku isn't usually nice to people, so it could be an indication.

Kagewaki didn't LIKE Sango that way. When Kohaku attacked her and was shot with arrows after Kohaku, the other slayers thinking she's gone insane from Kohaku's sudden massacre, Prince Kagewaki merely treated her wounds, then meets Naraku, then turns into Naraku.
