Is this really a question? Yes he has Down's Syndrome.

Every song he's made has the same snare drum, which is also over used in every song.

His voice makes him sound like he huffs Lysol and eats shitpancakes every morning.

His body is covered in tattoos, and he can't even write intelligent lyrics to begin with. He's no thug because every song he writes is about getting messed up or bangin hoeeez. Real Hip-Hop artists write about emotional difficulties and have meanings behind their lyrics. Lil Wayne probably doesn't even understand what the hell the word 'Metaphor' means. I'd say he's autistic, but that would be a compliment. Pretty sure this guy has Down's Syndrome for sure.

I'd say he ruined hip-hop, but his music isn't even hip-hop. It's pop.
