Katniss can't do anything but scream because she is in the glass cylinder. Cinna was my favorite character after Rue got killed so of course I was sad.
Cinna showed an act of rebellion when he redesigned Katniss's wedding dress to burn into a mockingjay suit, so he was beaten to death right before Katniss entered her second Hunger Games.
Because Cinna makes a bold statement and turns Katniss Everdeen's wedding dress into a dress that looks like a mocking jay. The mockingjay is a sign for the rebels and Cinna gets taken away and is beaten.

Yes, he died but he didn't die until the second/ third book. He dies during the second book(Catching Fire) but it wasn't confirmed until the third book(Mockingjay).
Most likely because he altered Katniss' wedding dress he was beaten in front of her and after that she doesn't mention him being alive.
