They usually are, but I reckon that the action movies I really like and find most convincing, are the ones where the hero or heroine also has a vulnerable side and isn’t necessarily superhuman. I just find that way more relatable.

The same is true for female actresses. They do not have to be built like a bodybuilder in order to look convincing. Being beautiful or petite does not negate the fact that they are athletic or skilled.
I guess it depends on the movie or what the filmmaker is going for. Personally, as long as you can do the jobs necessary in the film and have the attitude and can actually act, then you likely are convincing. Often the attitude and personality wins over brawn. Still, a mixture of both never hurt, but we don’t need to see built, macho women to have female action characters succeed.
