Also, there was a time when Lelouch confess his problems to CC, the time when he was an emperor, actually, he always confess his problems to CC. Unlike to Shirley.... Another proof is at Episode 24 R2, Lelouch will go near to CC when Kallen intrude, and when CC ask Lelouch to go, Lelouch says to CC that he will come back, isn't that romantic? So I say that Lelouch love CC more than he love Shirley.
