I'm pretty sure he did. Cause, he's wearing the uniform with the Zaft logo or whatever! It's going around that he became the commander of Zaft but I don't know about that because Yzak is wearing the same uniform. But, he's definitely superior than Shinn and all of them wearing the Red uniform.
