Nearly Headless Nick explained to Harry that only those who were afraid to move on stayed behind as ghosts. Fred was very brave and knew he could be killed when he battled the Death Eaters at Hogwarts. He died a brave death standing up for what he believed in. I don't see any reason he would be afraid to move on.

∙ 12y agoWhile it is never confirmed, it is highly unlikely since the people who become ghosts are the people who were afraid to move on. Fred Weasley opted to fight in the final battle and knew there was a high chance of being killed so he probably wasn't afraid to move on.
