From the information provided on that CD, I believe that D. Mele was probably "Darius Milhaud" - the "Tijuka" was probably from Milhaud's well-known "Saudados da Brasil" (so, a Brasilian Dance) and perhaps someone had trouble reading his name, or there was some concern? It should be easy enough to compare the work that Rostropovich recorded in 1960 with the Tijuka that is part of Milhaud's Saudades and check this answer, though, anyway.
