If you mean perception of intelligence then certainly. Otherwise it depends on your definition of "dumb". IQ in theory has no variation unless the individual is inflicted with brain damage, or has a form of brain damage that is partially compensated for by a medical procedure. The closest thing I can think of as an answer to your question would be Bill Gates, which took a product created by his mental efforts and created Microsoft. It does not really matter if someone else might have been able to do a better job, he got the results. It could have been argued that his early refusal to sell his product for more money made him "dumb".
