They do have a very, very small connection. Sirius Black mentioned in Harry Potter and the Order of the Phoenix that Molly Wesley is his 2nd cousin twice removed, and that his cousin is Narcissa Malfoy (maiden name, Black). So Ron Weasley is related to Molly, who is related to Sirius, who is related to Narcissa, who is related to Draco Malfoy. Sirius also told Harry Potter that all of the pure-blood families are inter-related, and that wizards would have died out if they hadn't married muggles. In short, Ronald Weasley and Draco Malfoy are related because Ron's paternal great-great-grandfather and Draco's maternal great-great-great-great grandfather is Phineas Nigellus Black, so they are very distant cousins through their ancestor, Phineas.
