Yes, they are very distantly related through the Peverell Bloodline, this is revealed in Deathly Hallows.
Marvolo boasts about being descended from the Peverells, which is why he has the ring (which turns out to be the ressurection stone). Harry then discovers that the reason he has the invisibility cloak is because he is descended from the brother who owned the cloak, Ignotus Peverell, which means Harry and Voldemort are distantly related.
However, most people don't generally consider people to be related after so many generations have passed.

Cadmus passed down his Resurrection Stone until it came to his distant descendent Marvolo Gaunt. Marvolo Gaunt passed it to his son Morfin, and then to his grandson Tom Riddle (Morfin was his uncle). Tom Riddle would go on to become Lord Voldemort.
Ignotus passed down his Cloak as well, until it eventually ended up in the possession of his descendent James Potter. After James' death, Dumbledore took care of the Cloak despite not being part of the bloodline, and gave it to Harry on his first Christmas at Hogwarts.
This shows that Voldemort (Tom Riddle) is a descendent of Cadmus Peverell and Harry is a descendent of Ignotus Peverell, and they are therefore very distantly related. However, they may just be related by marriage somewhere down the line.

This is why he can see into Voldemort's mind, and vice versa - why he can speak Parseltongue, why he was so similar to Voldemort in many ways - because a bit of Voldemort lived inside him.
Voldermort killed Harry's Parents when he was little but Harry survived and that's why he has a lightning bolt shaped scar on his head, so because Harry Survived, Voldermort is trying to kill harry and apparently Harry has a bit of Voldermort inside of him from the scar that he got.
