Well, Shakespeare doesn't say this: Jaques, a character in his play As You Like It says it as a part of his famous Seven Ages of Man speech. Duke Senior has just said "This wide and universal theatre presents more woeful pageants than the scene wherein we play in." The Duke is only trying to get Jaques to cheer up by saying that there are a lot of people worse off than they are. But Jaques, who can suck melancholy from any situation like a weasel sucks eggs, picks up the image of the "universal theatre" and the "scene wherein we play" and says that the world is a stage and the people in it are merely actors.

The idea is that everyone is like an actor, playing a part which is created for him or her ahead of time, and saying the lines written for him or her.
