Testing of an electrical circuit for voltage requires the supply to be energized.
To test for resistance in a circuit, the circuit should be de-energized.
If the test shows that there is a continuity between the phase leg and the neutral with no load connected, then that circuit should not be energized. If the circuit was energized then the fuse or breaker protecting that leg will trip the circuit open.
This depends on whether the voltage is AC or DC but an oscilloscope is the tool of choice for seeing voltages and how they change with time.

To change the current transformers (CTs) in an air circuit breaker, first ensure that the circuit breaker is de-energized and properly isolated from the electrical supply for safety. Remove the cover of the circuit breaker, then carefully disconnect the wiring associated with the existing CTs. Next, detach the old CTs from their mounting, install the new CTs in their place, and reconnect the wiring. Finally, close the circuit breaker and perform a functional test to verify proper operation.

A non-contact voltage tester or a digital multimeter can be used to test if the electrical circuit is live. It is important to follow all safety precautions and procedures when working with potentially live circuits.
It refers to an energized component. Or anything with an electrical cuerrent running though it. Good way to test if current is flowing is licking the "live component". (ps not really advisable.)

As always, if you are in doubt about what to do, the best advice anyone should give you is to call a licensed electrician to advise what work is needed. Before you do any work yourself,on electrical circuits, equipment or appliances, always use a test meter to ensure the circuit is, in fact, de-energized IF YOU ARE NOT ALREADY SURE YOU CAN DO THIS JOBSAFELY AND COMPETENTLYREFER THIS WORK TO QUALIFIED PROFESSIONALS.

To properly wire the disconnect box for your electrical system, follow these steps: Turn off the power supply to the electrical system. Connect the incoming power supply wires to the line side of the disconnect switch. Connect the wires leading to the electrical system to the load side of the disconnect switch. Make sure all connections are secure and properly insulated. Turn on the power supply and test the disconnect box to ensure it is functioning correctly.
when you say "mega" I am asuming you mean meggar-ohmmeternot the lottery This instrument is not appropriate to test for good grounding Good grounding requires LOW resistanceA Meggar is used for measuring for HIGH resistances You need a MICRO-ohmmeter or ground resistance meter A company called AEMC makes nice ground testers

To measure resistance, continuity, or diode voltage drop in a de-energized component, the meter's test leads are placed in parallel with the component. This allows the meter to measure the electrical properties of the component without applying power to it.
You can get a power supply tester on ebay for $5. It will test all the connectors.
