A tech is often a appliance repair person who is licenced to work on appliance but not fixed wiring.(limited licence)A electrician can also work on appliances as well as fixed wiring, switchboards etc. Techs can also be a term used for someone specialised in particular fields also say heating or control.

An electrician is a tradesman who has undergone a recognised apprenticeship, and is responsible for installing and repairing electrical installations in residential, commercial, or industrial buildings, or in ships or aircraft. An electrician's academic qualifications are lower than those required for for electrical technicians.

An electrical technician has significantly higher academic qualifications than an electrician, but lower than that of an electrical engineer. They are expected to have much higher mathematical skills and a greater understanding of electrical science than electricians. Technicians are not necessarily required to complete an apprenticeship, as they are not required to have the sort of 'hands on' skills that electricians have. Technicians fill the gap between electricians and electrical engineers, and are responsible for work such as designing electrical installations (but not installing them), testing equipment, etc. Technicians may be required to supervise and inspect the work performed by electricians.
