A quantity surveyor is construction cost engineer, who is involved in cost estimates for building works. He prepares bills of quantities from drawings prepared by civil engineers and architects. he's know for cost palnning and control of construction. he also prepares contracts documents and manages the project till completion alongside other professionals.

A civil engineer on the other hand is a designer mostly concerned with the structural design of structures such as buildings, bridges, roads, railways, dams, pipelines, airfields etc. he doesnt care about cost he cares about the structure not collapsing.

I trained as a quantity surveyor then later studied civil engineering so i fully understand the difference between the two.

Structural engineering is generally recognized as a branch of the entire civil engineering profession. Civil engineers tend to work in a certain area of expertise, such as structures, traffic, environmental engineering, water works, etc. I like to think of civil engineering as almost anything having to do with physically building a city: buildings, roadways, water and sewer systems, etc..

A builder is someone that constructs buildings on command.An engineer is a academic educated scientist / technician / builder / physicist / problem solver. Engineers are also the ones telling builders and normal technicians what to do.
