He prepares bills of quantities from drawings prepared by civil engineers and architects. he's know for cost palnning and control of construction. he also prepares contracts documents and manages the project till completion alongside other professionals.
A civil engineer on the other hand is a designer mostly concerned with the structural design of structures such as buildings, bridges, roads, railways, dams, pipelines, airfields etc. he doesnt care about cost he cares about the structure not collapsing.
