What chip of a CPU reads program instructions?

The instruction register.

Can the program counter be eliminated by using the top of the stack as a program count?

No. The program counter must be stored in a dedicated register. The stack is in working memory and you cannot operate on working memory; all values must be moved into a register in order to operate upon them. It makes no sense to move a program counter in and out of memory unless performing a context switch and you can't use a stack for context switching; a priority queue must be used for this. Keep in mind that the address of the top of the stack has to be moved in and out of its register during a context switch. It doesn't make sense to load the stack register from a priority queue before you can determine where the program counter value is. It's easier to keep all state information in the same place in the priority queue where it belongs.

Where does global static local register variables free memory and C Program instructions get stored?

* These are all implementation defined. Access to `register' specified indentifiers should be as fast as possible, so the compiler may place the value in a machine register. However, the compiler is free to treat a `register' declaration as an `auto' declaration. * Where free memory is maintained is an OS specific concept. Instructions are generally stored in code segement. Local Variables are stored in Stack. Register variables are stored in Register. Global & static variables are stored in data segment. The memory created dynamically are stored in Heap And the C program instructions get stored in code segment.

What is a global declaration?

A global declaration of a function or variable is a declaration that is at the global scope of the program, not inside another function. This means that the name will be visible within all functions in the program.

What is the difference between register stacks and memory stacks?

Registers are normally memory spaces internal to the processor or very close to it. They are generally faster than main memory and will be small in size and will hold very frequently used data.Register stacks are a set of such register memory locations.Memory refers to computers main memory outside CPU. It is used to keep data and programs. Memory stack is a series of memory locations. The difference between register stack and memory stack is...
