Newer oxygen sensors are heated for accuracy. If the heater element goes bad the oxygen sensor doesn't work and needs to be replaced. If you have an oxygen sensor heater malfunction, it just means that the oxygen sensor has failed.

3 amps is the current going through the circuit.
First, you will need very high voltage to run them altogether. Second, short circuit will be extremely hazardous in your house due to high voltage. Thirdly, you can't switch off the light without off the heater or air conditioning.
An 8 Ohm heater connected on a 120 Volt circuit should draw 120/8 or 15 Amperes.
Current (amps)=Watts/Volts =2000/120 =16.75 =16.75 amps
