The biggest difference in the new pseud-classes and selectors. There were 16 new pseudo-classes introduced in CSS 3, among them the :nth-child pseudo-class, the :empty pseudo class, and the :not(s) pseudo-class.
Three new CSS selectors were also added:
CSS 3 also added support for several new background properties, as well as makes it possible to set an image as a border. Rounded borders, and box shadows were added.
Support for columns was supposed to have been added, but to date, internet Explorer still doesn't support them, and Firefox, Safari, and Chrome use proprietary extensions, rather than the CSS standard.
