A choke is an inductor. For typical power frequency, an inductor will slightly change the power factor, but will not actively use much energy. An abnormal voltage spike on a power supply is equivalent to voltage at a much higher frequency. Inductors appear to be a much greater impedance to high frequencies. This allows the choke to pass "normal" power, while at the same time it blocks "abnormal" power.
A resistor acts independent of frequency. It will limit the effects of the high frequency voltage spikes by dissipating their energy, but it will do the same for the normal power system frequency. In effect, it is always using power, when the choke only uses what you don't want to get to the power supply.

fluorescent lamp work on the principle of ionizing the gas , which requires very high potential difference . this excess voltage is provided by the choke coil . when the starter breaks the circuit , current suddenly drops , thus to maintain the current the choke coil a very high voltage is supplied by the choke coil . this very high voltage cannot be obtained from a resistor or a rheostat , since it being a linear element , thus it cannot be a replacement for choke.

it is starving for gas,could be as simple as a fuel filter,check air filter to see if its clean. if need be adjust carburater!!

There is a screw on the top above the choke (Push button 3 times). Un-screw this, and inside is the air filter.
When you say the engine will turn over only when in choke, I assume you mean it runs while chokedand then dies when you let off the choke. Check the fuel filter,the air filter,makecarburetor adjustments if necessary and ultimately, checkthe throttle linkage.
