The most common usage of the term is in economics, where it has the meaning (or synonym if you will) of 'unrestrained capitalism'. That is, unrestrained by any form of Government regulation apart from (some) regulation regarding the protection of property.

Around the time of the Great Depression it became clear that the axiom 'what is good for business is good for society' did not always apply. Most Western countries including the USA then opted for a so-called mixed economy, a combination of free enterprise and Government regulation, plus the establishment of a number of supervisory bodies, especially in the fields of finance and consumer protection.
