Go to your backpack menu by taping the backpack icon in the top left corner or press the L button. Then tap on your character. There should be a list of options. Ex: Whistle, remove hat (if you're wearing one), and exit. Tap whistle or select it with the a button, and a list of songs you've learned will appear. Select the song you want to whistle and then tap the musical note to the bottom right of the list box. You're character will start whistling the song.
PS: If you don't know how to learn songs, you have to buy them and play them on a stereo of some sort in your room. Sit around your room listening to the song for a while and your character will automatically learn the song. A notice will pop up when you've learned it.
