No, for two reasons.

1. Chipmunks are omnivores, and eat both plants, seeds and grasses as well as insects, eggs, small frogs, and pretty much anything else they can fit into their cubby little cheeks.

2. Vegan refers to a lifestyle, not a diet. Vegans are ethically opposed to the use of animals and animal products- when referring just to a plant-based diet, the correct term is herbivore.
