You can't tell a picture height or width by the size of the data on disk, You can find out that by right clicking on the picture if it is stored on your computer and go to Details on the top tab and you will see height and width along with other information.

The file size of a document isn't determined by the dimensions of a document, but by what data is in the document (such as how many pixels and colors), and file format used to save it. If you need to restrict a photo to 20 Kb or less, you can do so by selecting Save for Web and Devices... from the File menu, then adjusting the options such as file type, amount of colors, and compression before you save it out. The file type and size will be displayed in the left corner below the image before you save it out. If these options don't get the file size down to what it needs to be, you try decreasing the image size by selecting Image Size... from the Image menu, then enter a smaller value for Height or Width. Make sure that Constrain Proportions is selected while adjusting so that if you adjust the Width, it will automatically adjust the Height value proportionately and the image will not skew.
