The thirty one cents in "I Spy a Book of Picture Riddles" can be found on the page with the train station scene, where you can see three dimes and one penny. It is part of the visual riddle for readers to find and count the coins.
On page 14, on the road on the left/middle of the page is a green car parked with an alligator drawn on it. The car is parked in front of the RV.

The palindrome is on page 23 On a little bottle in the corner it says Diamond brand and then a picture of a lion. Under the lion it says LION OIL. That backwards is still lion oil.
On page 30, at the very top in the middle. There is a brown block that has a picture of someone holding a women's train (of her dress). PAGE is capitalized because it is written on the block underneath the picture.
The moon in "I Spy Spooky Night" on page 30 can be found on the right side of the page, near the middle, hiding behind a cloud.

It‘s in a photo that is on the right side of the mirror. It’s under the clown picture and it’s over the swan picture.
The rabbit on the Spy Extreme Challenger book is on page 24, in the bottom right corner of the page. It can be found hiding amongst the bushes. On page 25, there is no rabbit hidden in the picture.
