Resin to form the paint film (this is the starting point for any formulation)

Fillers for opacity, durability (also impact chem resistance, water resistance)

Solvent to maintain liquid state until applied (water or traditional "solvent")

But add in:

dispersant to help get the fillers into the resin

thickeners to help brushing/rolling characteristics, sag control

pigments for colour

additives for UV stability, in-can stability, film forming, etc as required
