It's about legendary country music DJ Ralph Emery. As the story goes, when Sweethearts of the Rodeo was released, Roger McGuinn and Gram Parsons were interviewed by Emery on his radio show. Emery apparently didn't think much of their country sound. Which is sort of surprising, since I remember watching Emery's show when I was a kid and seeing and hearing a wide variety of great country artists. I'm sure the part about the song's character being "the head of" the Ku Klux Klan was pure hyperbole - I find it inconceivable that Emery would ever associate with such a group.
