When you pluck hairs, you are pulling them out of their follicles. This literally rips the root of the hair out. Since you have nerve ending all over your skin and body, you feel this happening and it can hurt a little. Putting ice or warmwater (warm water helps to make the hairs easier and less painful ot pull out) can help with the pain. Afterwards, cold milk and ice can help to relieve pain and redness, too.

my guess would that because when you pluck a hair it comes out from the root and pulls from your skin/scalp. But when you cut you're not usually cutting from the root. Well, yeah, that seems to be part of it. I would word it this way: It doesn't hurt when you cut hair because hair doesn't have any nerves, but when you pluck hair, you also kind of pull the nerve the hair is attached to.
