The receiving end must be damaged. Gain access to the back side of the fuse box, locate the wires connected to that circuit, cut and splice in a 20 amp in-line fuse holder, install a new 15 amp fuse into the new fuse holder and replace fuse box with the new fuse exposed to one side to gain access for future needs.
It does not have a circuit breaker. It uses a fuse to protect the circuit. Look for a blown fuse in the fuse panel under the dash on the drivers side.I believe the cigarette lighter circuit is protected with a glass barrel fuse not a circuit breaker. Check the fuse box for a blown fuse.

The cigarette lighter fuse on a Chevy Venture is located in the main fuse panel, near the hood release. It prevents the circuit from drawing too much current.
Bad lighter maybe? Something else hooked into the same circuit and when you use the lighter it overloads the circuit, blowing the fuse? because of where the lighter outlet sets anything you plug in get hit by the shifter check for loose or frayed wires behind it
In a 2001 Buick Regal, the fuse that protects the cigarette lighter circuit is typically fuse number 10 in the fuse relay box. This fuse is usually rated at 15 amps. To ensure the correct operation, it's advisable to consult the owner's manual or the fuse diagram located on the fuse box cover for confirmation.
