if she had permission to drive, and their policy doesn't specifically exclude some or all drivers, there should be coverage, but they will also be required to either add her or exclude her..........

Honestly, I do. Parents do it for their daughter's safety. If they don't find the boy a good influence, they can decide that she shouldn't date him.
