if its an auto transmission try putting your foot on the brake pedal before engaging a gear if its a manual/stick check clutch travel by pumping pedal, have helper look at clutch fork area on gearbox, should have over 1 inch travel. if not much travel check firewall area of cable (not hydraulic cutch) look out for movement in firewall (somtimes cracked/rusted) can be fixed easily...

this just happened to me i have a 2001 Honda passport the problem with mine was a broken transmission cable. we just had this fixed but until we did i had to push the button on the gear shift and lift up a little and i could put the car into gear ... good luck

It matters if you have atuomatic or manual transmission. In an automatic car the gears shift on it's own. In an manual car you shift buy pushing the clutch and then shift from 1st gear to 2 gear.

Is there a button to activate the overdrive on the transmission. If the button is activated and not in overdrive mode the car will never shift into 4th gear.
