Not sure what Kind of car this is, but usually if the blinkers run fast it's because you have a bulb burnt out. I'd check your tailights first.
If the headlights flash on and off, there may be a problem with the bulbs or fuses. There may also be a problem with the battery connections or wiring.
fuse, swich, cut wire or the flasher could be out. iwould put my money on the flasher.
TRY CHECKING TO SEE IF YOU HAVE A HIGH BEAM HEADLIGHT OUT. tHIS WILL CAUSE THE PROBLEM YOU HAVE.
Is your headlight switch and blinker switch the same? If so, this is called the combination switch. Sounds like it is bad and needs to be replaced. Not uncommon for these to break.
The most likely cause is the turn signal flasher.
While working for a RV dealer, I came across a similar problem where the clearance lights would flash with the directionals. Turned out to be a shorted filaments in one of the rear dual filament bulbs. Bad ground on the brake lite circuit.
My guess would be a loose or disconected wire
cracked or broken wiring, blown fuse
which fuse would cause your brakelights, blinkers, dashliht not to work
Alternator
Possible ground issue at the taillights.
