If the Power Steering fluid leaks out the steering would become very stiff, and perhaps "lock" if the car were parked.
You need to undo the two locking pins on the side, then take the steering wheel off, only in a straight angle. Dont forget to remove the casing aroung the steering column
yeah it will no a hotwire will just start the car there is a locking mechanizem that is controled by the insert around your keyhole in the colum. Howeveer you can just simply beark the steering colum but it would be weird to drive.
You will need a steering wheel puller and a compressing tool to remove the wheel locking plate. It would be cheaper and easier to have it done by a qualified technician.

A bench vice or vice-grip pliers would both be considered locking tools.
If you have had an extreme overheat in the past. This would most likely cause the censor to melt. Overheat to the point of the steering wheel locking up and the light coming on.
Do you mean that you cannot turn the steering wheel left or right? When you say that "steering locks up" it sounds as though you're talking about the steering wheel. Other than that, I would suspect the transfer case. On a truck this old, the transfer case could be rusted up.
All of those symptoms combined would indicate that your power steering pump is locking up and slowing the engine, thus loosing speed and causing the steering to be unresponsive. OR your brakes on one of the front wheels is malfunctioning and trying to lock one of the front wheels. Check both systems and DO NOT attempt to drive the car until it has been fixed.
