It depends on the vehicle and the drivetrain. Most vehicles should be fine with larger wheels.

Important Safety Information: Bear in mind that some vehicles rely on the ABS sensors to provide the ABS computer with proper speed data for operation, which can even include (on some vehicles) Speedometer information. It is recommended you have the PCM (powertrain control module) recalibrated to show the appropriate speed. Older vehicles without ABS systems will not be affected. However wheel and tire combinations larger than normal can result in the engine working harder to move the vehicle. It might be in your best interests to consider regearing the axle to prevent excessive engine and transmission wear.

Otherwise, mild wheel and tire combinations should not negatively affect most vehicles.
