put key into helmet lock on left side of bike and turn key, as you would to open helmet lock. there is a small level right behind the lock/hook. pull fimly down on that and it will release your rear seat, allow you to remove it.

Assuming you mean the left rear tire is locked up, I would suspect the parking brake cable for the left rear wheel is stuck, probably from lack of use. Replacement of cable is necessary.

Yes, on left hand side of rear fender there is a lock which is opened with ignition key.
You probably have the brake pads reversed. There is one for the front side and another for the rear. The shorter one should be in the front.
