You should make emergency plans when you see a hazard to prevent upcoming accidents.
The main fire hall will have a copy of the plans on file, you can ask to see them there.
While remaining cognizant of your own and others safety, if possible make sure that there is a path for the emergency vehicle to proceed.

I do not have any deck plans. The best option is to make a sketch of what you would like your deck to look like and show it to a contractor to help with the plans.

Hazard means danger or harmful. Like, when you see a sticker on a battery that says "Hazard" on it, you wouldn't open it or anything, because it is a hazard. (or to be more specific, a biohazard)
