No you cannot becasue it will blow hot air in the room, if you consider the room as plant room and you have good ventilation system there then only you can install outdoor unit.
The problem is probably outside. Can`t tell you much more than that from here. The condenser unit outside was not running. I checked the circuit breaker box and found the 220 breaker had been switched off. Turned it back on and now it's running and I'm getting cool air.
Your air conditioning unit might need recharged with freon. If there is not enough freon in the system the system will not cool the air in the heat of the day but when the outside temperature drops in the evening it might be easier to cool.
