It definitely souds like a fuel problem. It could be two things:
1) It is possible that the fuel filter is dirty or clogged.
2) It could also be a stuck float valve in the carburetor not letting a full flow of gas through.
Try the filter first and make sure there isn't a pinched or bent fuel line. That is the cheapest repair. If that doesn't take care of it then it is more than likely in the carb.
If the engine uses a primer bulb to start, more than likely it does not have a fuel bowl and float. The fuel filter is located within the fuel tank at the end of the fuel pickup hose.
