You should not smell gas around your car at any time, running or not. The fuel storage and delivery system of modern day cars is completely sealed including the gas cap. It is very likely you have a leak in the fuel system, and this should be repaired immediately not only because it is costing you money in lost fuel, but also for safety reasons - gasoline is highly flammable and explosive.
I am omitting older carbureted cars here since fuel can often be smelled from carburetor flooding. In any case you should check for leaks.

Typically this is caused when the fuel is burned uncleanly and the sulfur in gas makes it smell

To save gas, it is better to completely shut off the engine rather than allowing the vehicle to idle. This saves about 5 percent more gas than idling.

The fuel pump inertia ( shut off ) switch is in the right front passenger footwell , if you don't smell gas or see gas leaking , push the button down on the top of the switch if it has popped up . Turn your ignition key to the RUN position for a few seconds then shut it off , recheck for any gas smell / fuel leaks , if none , go ahead and start the engine

There could be several reasons why a car would sputter and shut off. The car might be out of gas, dead battery, bad starter, alternator problems or other issues. It is best to have it checked out by a licensed mechanic.
