Yes. I've done it. Costs no money, just time. There are several YouTube videos on how you do it. Basically there is a metal tab called a pawl atop the wiper motor. You take the plastic trim off by the wipers then you adjust this pawl so it catches properly and the wipers will park where they are supposed to. Common problems with GM & Olds. Look it up. Good videos online.

If your wipers were froze down or stuck down when you tried to use them. It maybe the wipers are designed so that the bolt which is fastened to the fire wall backs off. try tightening that bolt and see if they do not been working again! From LHZ
Do you mean "how do I replace washer line"? They are just rubber hose from the washer fluid container to the wipers. If you have a leak, you can get a plastic splice and put it in at the split to repair.
There is no "reset" in the wiper motor. If your wipers do not park, it is likely your wiper motor parking contact or cam is broken. Try running the wipers with the key in the "ON" position, then turn the wipers off using their switch while they are up on the windshield. They should park themselves at the bottom. The good news is a wiper motor is pretty cheap at a junkyard, and not too hard to replace.

The 1999 Oldsmobile wiper switch can be located below the dashboard. The wiper relay switch simply plugs in and out.

take window wipers off and remove plastic cover that's between window and bonnet... motor sits in middle of outer dash ...from there it is very easily removed
