Why do dogs pant in the car?

So they pant or breathe hard to cool off, which works in a similar way. Panting produces a strong flow of air that blows away moisture from a dog's lungs and mouth. The evaporating moisture takes some of the dog's body heat away with it. Just like a sweating person, a panting dog usually needs a good drink of water to maintain body fluids and keep the cooling process going when conditions are hot.
