The reason you would choose 18" wheels over 17" would be to run a lower profile tire,

which would look, and all other things being equal, have better cornering response.

On the other hand they may be heavier, and reduce acceleration, and braking slightly.

Also, it depends on what size of a car you have, a Nissan 350Z for example would be better suited for bigger wheels, whereas a Honda Civic may be better suited with 17's.

Why choose 17 inch wheels vs 18 inch wheels?

The only real reason I can think of is that they cost less. In theory the 17 ones have a smaller part of the surface to hit ground. This could mean that they throttle water a little bit better than 18 inch ones. 17 inch also mean that you use slightly more fuel per mile, but you have more torque/power transferred to the wheels from the engine. 18 inch makes you able to drive slightly faster and you spend less fuel per mile, although less torque. I also think that larger wheels are better against noise. Regards.

What do you have to do to go from 18 inch rims to 17 inch rims?

Keep the diameter of the wheel/tire the same with the 17" wheels as you were running with the 18" setup. That will require that you install a set of tires on the 17" wheels that have a larger diameter than the tires now currently on the vehicle. w www.tirerack.com is a good place to find out exactly what size tire to buy.

What is the OEM wheel size on a 2008 ford F150?

it all depends on the model of f150 you have. some came with 20 inch, 18 inch and the smallest were 17 inch. But if you have 17 inch original wheels and you want to buy aftermarket wheels for your truck they wont work..Some will but most wont due to steel being then and alloy being thick there is not much roon (1/4 inch) between wheel and brake caliper.
