Providing that the bulbs and wiring are ok the likeliest cause is the brake switch attached to the pedal. Normally a push type switch that is activated by pedal movement. They are normally screwed through a plate so can be adjusted to suit pedal movement. So either broken or trequires screwing in or out to ensure contact with the pedal.
Recommend checking the operation of the switch that is actuated by the brake pedal itself. This switch is either mounted to the brake pedal or mounted under the dash and actuated by the movement of the pedal

On the U.S. 2004 Civic EX, if you put your foot on the gas pedal, it is above and to the right of your ankle. It looks like it is attached to the center console on my Civic EX.
An idle cylinder refers to the state when the engine is not coupled with the drivetrain and with throttle pedal not depressed. There is rotational speed but it is not enough to move the vehicle.
There should be a switch under the dash activated by the movement of the brake pedal arm.
