On any water heater, the shut off is on the incoming cold pipe.
To safely shut off the gas valve for a hot water heater, first locate the gas valve near the bottom of the heater. Turn the valve to the "off" position by rotating it clockwise. If electric shut off the current to the elements, if gas shut off the gas valve. Open a hot water faucet to give it air, open the drain valve on the bottom of the heater.
it heats up the thermo couple which opens up the gas control valve allowing gas to flow to the main burner. if the pilot goes out the thrmo couple will cool and shut the gas valve so gas does not come out
