on most cars it is on the side of the dash but you have to open the driver side door to access it, you should see a panal that say fuses

I found the brake light fuse for a 2004 Passat.... slot 13. Found it by pulling out each stupid fuse individually when I was trying to shut off my never shutting off brake lights. Good luck! There is a card on the back of the panel in the 2004 Passat, showing which fuse does what. However despite all brake lights not working, replacing the fuse didn't help.
