The fuse panel is behind a plastic panel directly under the steering column. If you look from below, you will see the panel is about 6" wide and has a little tab on the side facing the front of the truck. The fuse panel is holding on to that tab. You need to carefully bend the tab down to release the fuse panel, then you will be able to slide it out from it's hiding place. Try pushing the edge of the fuse panel toward the steering wheel with your fingertips so you won't have to bend the tab as much. Be careful not to break the tab when you remove the fuse panel. These trucks are old, and the plastic can be brittle. The little tab is the only thing holding the fuse panel in place. This applies to full size Dodge trucks from 1989 to 1993.
