The fuel pump relay on 1986 Chevy Elcamino 4.3 TBI is in the Fuel Injection Tank.
I would start at the fuel pump if it is getting fire and will only run with fuel squirted in throttle body i would see if your fuel pump is working before i tore into it i would try the relay .
Try the fuel pump relay.
Check the fuel pressure but it's most likely the fuel pump.

The fuel pump relay is located in the back of the glove compartment. Take all the junk out of the glove compartment and you will see a removable door that says "relay center".
There is no such thing as a TBI carburetor - it's either one or the other. TBI stands for Throttle Body Injection. It may look like a carburetor but there is an injected mounted inside the body. If you have no fuel it may be a bad fuel pump, blown fuel pump fuse of bad fuel pump relay. The filter may even be clogged.

on TBI cars, it is next to the AC clutch, on the fenderwell, on MFI, it is in the fuse box in the engine compartment.
do you have TBI ?
look at fuel pump, fuel filter, and fuel pump relay. If it has sat for long time, may have clogged lines. If you check relay, and that is good, look at pump. If pump is good, look at lines. If lines are good, look at fuel dispursing system, (Carb,TPI, TBI, etc) If fuel is going to all places, look at spark. Pull plugs and see if they are clean. May need to search for photos of dirty spark plugs
