Any ground wire has to be connected to an independent ground wire that returns directly to the distribution panel and not to the neutral of the circuit.
simple rule of car electronics: The black wire is ALWAYS ground
A loose or corroded ground wire can cause your 1995 Jeep headlights to blink on and off. Make sure the ground wire is tight and free of corrosion.
You have a short in the wire to the heater or the heater is no good, easy way to check with a ohm meter is to pull wire off heater (at the heater) and do a ohms check from the wire to ground (metal part of car). If it shows 0 or near 0 then you have a shorted wire if it shows open then its the heater that bad!
You can test your heater blower motor by connecting a ground wire to the ground. Connect a power wire, from the battery to the positive post. If the blower motor turns it is working, and if it does not it is bad.
Run a new one from the blower motor body to ground
So the tank is grounded.
The black wires are the heater wires, the white wire is the signal wire and the green is the ground wire.

Blown fuse. Also in the driver side door in the wire harness there is a ground wire if that ground wire is broken non of the windows will work. this is a common problem with this year i have fixed mine at least twice.
